The best leveling abilities would be Stormblast Mines in combination of Frost Bomb & Orb of Storms and utilize that till you get to 28 for smooth sailing Ball Lightning. Prior to level 28 where you can go Ball Lightning miner you'd be best of to spec in to a bit of extra spell/ele dmg as well as lightning damage nodes that you should respec out of when you switch to summoner. You can level as a summoner if you wish but it will be a bit slower than the above mentioned tip.
